Text Box: Strategic Plan 2005-2010
In most organizations there are teams of people who represent the pulse and heartbeat of the organization.  Such is the case with Innovation & Planning Council (IPC).  IPC meets in the heart of the campus (Room  F-106) on the 2nd and 4th Tuesdays from 3-4:30 p.m. In keeping with the Council’s Charge (see below), IPC has, for the past year been moving the college forward in the development of the Strategic Plan 2005-2010.  A writing team has been working in tandem with IPC to develop a Strategic Plan Survey utilizing all of the college’s ideas and suggestions obtained from the Strategic Plan break-out sessions during the Fall 2003 Convocation.  Vice President Chiriboga, as the point person, and the writing team – using the newly developed goals and focus areas developed a survey which was recently distributed college-wide.  Survey results have been tabulated by the District Institutional Research Office.  Priority items from the survey will form the basis of the major college strategic activities for
Text Box: the next five years (2005-2010).  The priority items will be outlined in future annual implementation plans, and addressed by various departments.

Accreditation Update
The time to submit the college’s Accreditation Midterm report is fast approaching.  The college has completed a draft report  which addresses two specific areas:  1) the five recommendations that resulted from the Accreditation Site visit in October 2001; 2) The 72 self-identified issues, which were a result of the college’s self-study.  The draft report is currently being reviewed with the major shared governance groups.

Organizational & Governance
 Structures Handbook
The updated Organizational & Governance Structures Handbook was distributed in
Text Box: August 2003.  President  Perri and Academic Senate President, Pat Setzer, held a workshop during Staff Development week to highlight the purpose of the handbook.  The handbook was distributed to all offices and administrators in a new format.  The handbook will be revised once a year and distributed campus-wide, the new format allows for the handbook to be updated on a regular basis using a binder, where pages can be added without re-printing the entire handbook.

Recently, IPC approved the following committee/council changes:
Delete the Landscape Committee and combine it with the  Facilities Committee.
Change the Facilities Master Plan Task Force to a permanent council entitled the College Facilities Master Plan Council.

Cuyamaca College Innovation & Planning Council

Philosophy:  Leadership through vision is the foundation for the planning and policy-making process at Cuyamaca College.  The college engages all its members to ensure broad-based participation in campus decision-making.  This process assures that the college remains dynamic, futuristic and effective in meeting the educational needs of its community.

Overview of the Process:  the Innovation and Planning Council is the recognized shared governance structure for the college.  The Council will evolve, amend and guide the planning and policy-making process for the college.

The college’s planning process provides a focus to mobilize and allocate its human, fiscal, technical and physical resources.  The college’s initiatives, both long-term and short-term, are defined, implemented, continuously reviewed, assessed, and updated to respond to the ever-changing needs of the student population and the demands of the external and internal environments.  A three-year planning cycle is used to implement the Cuyamaca College Strategic Plan and the District Strategic Plan.  An annual Implementation Plan is developed by the Council using the Strategic Plan.

The college’s policy-making process provides a constituency review of all campus policies and committee structures.
